SOCCO Products Industrial Expansion, City of Sumas, WA

Douglass Consulting is preparing the JARPA permit package for SOCCO’s Sumas facility expansion and extension of the Sumas Haul Road. We prepared a Wetland Determination, Biological Assessment, Wetland Mitigation Plan, and JARPA application and are coordinating with David Evans and Associates, Inc., the USACE, WDOE and the City of Sumas to complete the permitting for this important industrial expansion. Key environmental features of the SOCCO project are full treatment of stormwater for the entire facility and enhancing the riparian corridor along Johnson Creek to complete a link in an important salmonid stream and habitat corridor in the City of Sumas.

Sumas Haul Road Expansion, City of Sumas, WA

Douglass Consulting prepared the Joint Aquatic Permit Application (JARPA) package for the City of Sumas Haul Road extension project in Sumas, Washington.  We prepared a Wetland Determination, Biological Assessment, Wetland Mitigation Plan, and JARPA application and coordinated with the project engineers,  the USACE, WDOE and the City of Sumas to complete the permitting for this important transportation project that will facilitate development of the City’s industrial zoned lands.  Key environmental features of the Haul Road extension project included designing to minimize impacts to wetlands and restoring  agricultural wetlands for a modest mitigation bank for future industrial projects in the City of Sumas.

Desticon Facility Expansion, City of Sumas, WA

Douglass Consulting is preparing the JARPA permit package for Desticon’s Sumas facility expansion and extension of the BNR railroad spur. We prepared a Wetland Determination, Biological Assessment, Wetland Mitigation Plan, and JARPA application and are coordinating with Bennett Engineering, the USACE, WDOE and the City of Sumas to complete the permitting for this important industrial expansion. Key environmental features of the Desticon project are providing an integrated stormwater treatment system for all components of the project and restoring forested wetlands that are a key link in a habitat corridor in the City of Sumas.

‘H’ Avenue Improvement Project Wetland Assessment and Mitigation, City of Anacortes, Washington.

Served as the Environmental Project Manager for DEA to prepare the wetland determination, the JARPA, and the stream and wetland mitigation project. Mitigation for the impacts associated with this road project included an exciting joint venture between the private property owners and the City to relocate sections of Ace of Hearts Creek out of the roadside ditch into a new channel on private property to allow the creek to flow in a more natural setting again.


Wetland Inventory and Mapping - North Cascades Park Complex,
Sedro Woolley , Washington

Project manager for comprehensive wetland and stream mapping project for the National Park Service. She coordinated and conducted fieldwork to identify, map, and classify wetland habitats throughout the North Cascades Park Complex in preparation for the Park Service plans for a new visitor center and trail system. The final product for the Park Service included GIS maps of wetlands and streams in the Park Complex showing wetland classification.
