Northwest Indian College Swinomish Campus TEPA/NEPA Documentation, Swinomish Tribal Community, Washington
Douglass Consulting is preparing the Environmental Assessment and Biological Assessment to comply with Swinomish Tribal Community TEPA and HUD NEPA requirements for the proposed Northwest Indian College campus on the Swinomish Reservation. We are coordinating with the project architects, engineers, biologists, and Swinomish Tribal Community staff for the environmental analysis for the new campus and construction of of this important education project.

Northwest Indian College Master Plan NEPA Documentation, Lummi Nation, Washington

Douglass Consulting prepared the Environmental Assessment and Biological Assessment to comply with Lummi Nation TEPA and HUD NEPA requirements for the proposed Northwest Indian College on the Lummi Reservation in Whatcom County. We coordinated with the project architects, engineers, biologists, and Lummi Nation staff for the environmental analysis for the Master Plan and construction of Phase 1 of this important education project.

Natural Resource Lands Comprehensive Plan Update, Skagit County, Washington

Working with David Evans and Associates, Inc. and Berryman & Henigar, Douglass Consulting is assisting Skagit County in updating their Natural Resources Lands Elements of their Comprehensive Plan. We are coordinating with County Planning staff, working with the Citizens Advisory Committees, and Technical Advisory Committees to identify concerns and issues with the current Element. Douglass Consulting is conducting all review of the Western Washington Growth Hearings Board rulings and other jurisdictions recent updates to identify the legal and political issues around Natural Resources Lands. We will draft proposed language for Skagit County’s Element and will support the County through the adoption process.

Gooseberry Point Waterline Integration Project, Lummi Nation

Douglass Consulting prepared the Environmental Assessment and Biological Assessment to comply with Lummi Nation TEPA and HUD NEPA requirements for the Gooseberry Point Waterline Integration project on the Lummi Reservation in Whatcom County. We coordinated with the project engineers, biologists, and Lummi Nation staff for the environmental analysis for this important water supply project.

We coordinated with the project engineers, biologists, and Lummi Nation staff for the environmental analysis for this important housing project.

Washington State Attorney General Department of Transportation Projects – Olympia, Washington

Served as environmental project manager for Assistant State Attorney General, Department of Transportation. She conducted historical research for environmental conditions on properties and conducted wetland delineations. Douglass Consulting coordinated with the Assistant State Attorney General and project team to prepare documentation for legal negotiations and resolutions between WSDOT and property owners.


Orcutt Area Specific Plan – San Luis Obispo, California

Douglass Consulting provided project management for land-use planning and designer 435-acre residential neighborhood with large areas of open space, neighborhood parks and linked trail systems. Douglass Consulting managed the project team of designers, architects, engineers and biologists to design new urban residential development and park and recreational facilities. We prepared the Specific Plan and annexation documents for the project. We coordinated with landowners, City staff and community to facilitate public participation during design of the project and to facilitate annexation and approval of the Specific Plan.

Environmental Assessment (EA) and National Historic Preservation Act (NHPA) Compliance for Higuera Street Bridge Replacement, San Luis Obispo, California

As a sub consultant to Morro Group, Inc., served as the project manager for the City of San Luis Obispo's bridge replacement project for the historic Higuera Street Bridge. Douglass Consulting authored the EA and the NHPA documents (HABS/HAER, MOA, and FOE) for the project. Key issues to be addressed under NEPA, NHPA, and CEQA included threatened and endangered species and cultural resources preservation. Douglass Consulting coordinated with the City and the State Historic Preservation Officer (SHPO), the National Park Service (NPS), US Fish and Wildlife Service, and California Fish and Game to ensure project compliance with mitigation measures.
